¼ cup all-purpose flour

3 cups whole milk (warm)

1 cup heavy cream (or use more milk)

2 ½ cups sharp cheddar cheese, shredded

1 cup mild cheddar or Monterey Jack, shredded

½ cup Parmesan cheese, grated

½ tsp dry mustard powder (optional, for flavor)

½ tsp garlic powder (optional)

Salt and black pepper to taste
